City Parks Department workers mount intense pressure, and force the Wagner administration to agree to discuss grievances about working conditions. Management, expecting to defeat the fast-growing union organizing drive of “parkies,” calls for a representation election in January. Calling their bluff, DC 37 wins 4,097 to 173, and membership soon passes 25,000.
